This can be done by clicking on a team member from the Settings page of the project and enabling the option 'Assignable' in the 'Edit team member' window.
📝 Note: A team member in a Viewer role cannot change or add anything to an issue and is therefore not assignable by default. If you would like to read more about roles in a project, you can use this article: Roles within the BIMcollab environment.
